Fran Quigley is the director of operations and development for the IU-Kenya Partnership, www.iukenya.org, and an adjunct professor of law at Indiana University School of Law-Indianapolis. He has been a writer for NUVO and the Indianapolis Recorder, director of the ACLU-Indiana, chief of staff of Rep. Julia Carson.
